We had similar when we moved into our house 4 years ago - water bill was ridiculous and i kept complaining - unitied utilities were insisting it was correct. Woke up one morning and outside of house was flooded and no water out the taps - turned out (after the road was dug up) that there had been a slow underground leak which then collapsed the road, but they could not determine how long it had been going on for. Ended up with United Utilities giving us a very big refund/credit due to them not actually knowing how much they had incorrectly billed us for. @ISlot that bill you have is excessive mate. Unless someone is using the flat to stream hottub videos on twitch then the numbers are wrong somewhere. Speak to the other flats and see what they are paying - you might find they are not paying anything and you are picking up the bill for a couple of other tenants.
